We could create a very lightweight "signature" for everything we create.

There are fair use laws, even for copyrighted material

Yep, and adding the lightweight signature and then suing would be a great way to have the courts reaffirm the strength of fair use laws. That might come in handy for the people in the future. Because Facebook (or the next) will happily ignore the license I put on my personal blog while gathering training data -- fair enough -- and I just want to be able to ignore their license when I'm training my own model off what I took from Facebook.

> Courts evaluate fair use claims on a case-by-case basis, and the outcome of any given case depends on a fact-specific inquiry. This means that there is no formula to ensure that a predetermined percentage or amount of a work—or specific number of words, lines, pages, copies—may be used without permission.

How might the removal of fair use be used against you? Going to court is an expensive proposition, even if you win

Does training ML models using random online materials fall under fair use?

I'll bet that's not established by any legal precedent.

One court case could bring the house of cards down.

LinkedIn lost their case to prevent scraping, that serves as precedence

You're not wrong. But it also does not feel right.

It's better to base these things on reason, rather than emotion.

What are the other consequences of removing fair use? How many journalists would be impacted? How would your ability to be informed be impacted? How might corporations abuse this to take down reviews or commentary on their products?
