The text of this article is barely literate English: typos, grammatical errors, weird diction. No evidence whatsoever is introduced in the article. The citations mostly seem completely irrelevant to the premise, and many of the citations are known junk studies. No name publisher. Core claims are introduced out of nowhere and not cited at all. Most of the conclusion section is completely unrelated to the title or thesis and includes a bizarre and uncited claim that having a cell phone in your pockets makes you infertile.

Most likely correlation not causation. Amateur radio operators use a wide range of equipment and frequencies, so without know all factors such research means nothing. Many hobbyists solder the own electronics or have jobs in engineering, so there could be any number of other factors at play.
Shame it's not really discussed in the body or conclusions.
