Russia tried this from 2018 to 2020 and it didn't really work. Is there any reason to believe that they would succeed now?

Isn’t Iran confirming the risk of using such applications due to data leakage/harvesting? What was big brother in the 60’s is glued to your hand or even forehead now.

The authoritarian in charge should start his own Pravda Social.

I never realized how close Truth Social is in name and presumably purpose/origin to Pravda until now.
