I have and this is nonsense, theres plenty of law abiding businesses and some very impressive ones in tech. Some of the largest tech companies in Europe are there (yandex, Wildberries, etc). They are even ahead of us on some things like payments and delivery. And even physical businesses - I know a guy who created an ifly type of indoor skydiving chain there and said he never paid a single bribe.
