And then companies outside the US or wherever these laws are passed will train without "copyright" burden.

Nothing stopping individuals from training on their own hardware either. HuggingFace Ceo's just said open source gpt4 level models coming this year.

True, I honestly think this is largely media companies making sure they (not artists) get their cut of everything, Spotify style.
