I'm unsure about training but openAI on its site explicitly points out that anyone using the model/service must be in compliance with the GDPR and CCPA if those laws apply to them so at the very least it seems like people are legally on the hook if the models churn out some of your personal information.

I believe OpenAI sanitizes training data to keep personal information out.
