What's a "moderate electric field" in this case? How does it to relate to electric fields in everyday life? Is it something that can have a practical application, or is it just another variant of XKCD 1217?

I was wondering that too. Are they implicitly suggesting something like ECT for COVID-19? Or some kind of disinfecting strategy?
