Because Google is working very hard to make installing apps through Google Play is the only way you can install apps on Android.

Given they have pushed pwa pretty hard and are disappointed that firefox doesn't support them now, that is an odd thing to say.

They have been pushing tech to do exactly what you say they are trying to stop.

That's a problem for the OS security model, not an App Atore.

The average Windows install is fine now, thanks to Windows Defender
