Innovation management, an ISO standard is in the work[1], this will help smooth out any irregularities in the consulting industry, by standardising how to innovate, leading to improved ideation of the future.

Could you please give us more detail? Could you please point how what these "most of" money uses are, why the amounts are not justified, and what you suggest they're alternatively used for, in what amounts, and why?

And if not, could you please stop posting unsubstantive comments?

Re:EU-Commissioned Study Proposes European Firewall [pdf] by s9w on Friday May 08, 2020 @07:51AM (#23113705)
All the "good" they do, the nations states themselves could do as well. You don't get magic with things like this, you only get waste and the irresistable pursuit of its own existence, more money and more power.

There is no union in that sense. Most member states hate each other and use the EU to abuse the others.

Re:EU-Commissioned Study Proposes European Firewall [pdf] by ginko on Friday May 08, 2020 @08:54AM (#23114283)
I don't see how legislation like for instance GDPR could be pushed through by individual nation states. Judging from your comments this might be preferable to you, but I still think it is a step in the right direction overall.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by s9w on Friday May 08, 2020 @09:02AM (#23114363)
I can accept that opinions on whether GDPR or other multinational legislation is a good thing can vary. But there are things that nations have agreed on outside of institutions like the EU or the UN. So these things are not off the table.

So you were hoping that someone can make any claim with no support and everyone else must scramble to prove them wrong? The burden of proof is on the one making the claim. More so when making such a bold statement. Otherwise it would make for some very unpleasant conversations where people just maliciously throw around any accusation that comes to mind.

Perhaps on reddit it cuts it to ask for the burden of proof to be provided by someone else, but on HN in a concise rebuttal with counter proof is what works.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by close04 on Friday May 08, 2020 @10:37AM (#23115259)
No neximo64, if you want a civilized discussion you can't encourage people to throw around worthless statements and accusation and then sit back, pretend everyone else must scramble and provide "a concise rebuttal", and imagine you must be right because nobody had the time to waste.

The only reasons to adopt this "drop a bomb and let the others firefight" strategy is if you're here exclusively to troll, or you're simply unable to support any of your statements. This makes for very low quality conversation.

This way discussions don't turn into an avalanche of drivel, insults, and fake news while everyone expects someone else to be their babysitter and prove them wrong.

Re:EU-Commissioned Study Proposes European Firewall [pdf] by neximo64 on Saturday May 09, 2020 @01:40AM (#23122580)
I'm sorry but it does require proof, both ways. If you follow a particular political view of course everything you seem to think is the right view very conveniently supports that political viewpoint. When it opposes your viewpoint I'd would be great to see how you shift opinion drastically.

Again, this is not reddit. Citation needed, for every viewpoint.

Could you please give us more detail? Could you please point how what amount of money from the EU is spent well? Could you please detail for every bit of spending on how it was not wasted and prove what it accomplished? And if not, could you please stop posting unsubstantive comments?

Here is the 2018 audit:

Please read it in full before posting any further questions as it likely answers all of them, and insufficient references to existing and public documentation simply hiders the speedy resolution of your concern.

Most of the EU budget goes to big agrobusinesses. However, the proposed purpose is propping up the "small farmers". However, small farmers are the most disadvantaged by the EU subsidizing big ag. Also, external effects like empoverishing Africa's farmers by flooding the market with heavily subsidized EU produce.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by ginko on Friday May 08, 2020 @07:17AM (#23113504)
Considering we're now in a global pandemic with trade breaking apart I'm actually rather glad that there's subsidized local agriculture to keep Europe from running out of food.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by hyperman1 on Friday May 08, 2020 @07:47AM (#23113672)
You should look at this from a military rather than a commercial point. The idea is Europe should always be able to feed itself, even if major trading partners disappear. Propping up local farmers, large and small, is the idea.

Relevant section:

> 5.1. European Cloud / European Internet

The EU should include an action plan for a digital cloud – a European Internet – in the DSA. This European Cloud would foster a European digital ecosystem based on data and innovation. It would drive competition and set standards. Foreign web services could become part of such a digital ecosystem but must adhere to the rules and standards of the EU – such as democratic values, data protection, data accessibility, transparency and user friendliness.

> Technologically, it would require a top-level infrastructure, high-speed 5G or a 6G data network and a firewall. Setting up such a network would promote many European companies and therefore boost business and drive innovation.

> Like the Chinese firewall, this European internet would block off services that condone or support unlawful conduct from third party countries.

Re:EU-Commissioned Study Proposes European Firewall [pdf] by SiempreViernes on Friday May 08, 2020 @07:16AM (#23113501)
It's a cloud and an internet? Uh, I think a better title for this should be "European Parliament fleeced by 'innovation agency'" or "European Parliament wastes money on private consultants" (depending on your basic stance on government)

I think the guys and gals at FUTURE CANDY, the agency that made the study, should be really proud of the combination "standards of the EU – such as democratic values, data protection, data accessibility, transparency and user friendliness" and "Like the Chinese firewall, this European internet would block off services". Hard to see that as anything but just outright trolling.

From 5.4. Action Plan Timeline - Act Now

> Despite all the negative effects on the health system and the large parts of the economy the corona crisis has worked as a positive image campaign for the entire digital services industry.

> As e-commerce and remote working solutions became widely used and even smartphone tracking to prevent infections met very little scepticism. Now in the aftermath of this pandemic it’s the perfect time to act and to push for ambitious goal in digitalising Europe.

Controversial take:

Freedom is not the same thing as anarchy. Freedom comes from Constitution and some form of state that enforces laws, and protects it's citizens. (Paraphrasing Lessig's CODE 2.0 http://www.codev2.cc/ from 1999!)

Is it possible, that in order to gain freedom the internet has to become more regulated not less?

If this is the case, how can we do this?

There are no international bodies that have been successful at regulating the internet as a whole. So far regulation of the internet has effectively come from large governments like the US/EU which are limited in scope and had great trouble being effectively enforced.

Given that there are no global institutions, that can effectively enforce internet regulation: Is there any way around some form of segregation of the internet along national borders (EU/US/CN/..), that allows the states to enforce their rules within their part of the internet, and keep out bad actors from elsewhere?

Re:EU-Commissioned Study Proposes European Firewall [pdf] by dgellow on Friday May 08, 2020 @06:33AM (#23113247)
It’s not a proposition from the EU. The EU requested a study, the study group suggested that proposition.

Now the question is: what does the EU do with that proposal?

If they say “fuck yeah, let’s act on that fine suggestion of a European Great Firewall” then I would agree with you, but that’s not the situation.

Such studies are usually intended to give external legitimacy to pre-decided internal plans. So someone had them draw up the study, telling them what the conclusion should be.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by vertex-four on Friday May 08, 2020 @07:14AM (#23113483)
There's also the opposite effect - that organisations pretending to be legitimate create "studies" to shift the Overton window a bit. In practice, most of these things go into the circular file anyway. If you go searching on pretty much any topic, there's pretty much all the possible opinions in the form of "studies" for the EC.

I think the point of this would be to protect the EU IT market from American IT monopolies. Because currently EU is completely dependent on the USA when it comes to IT software and architecture, which is becoming a real problem. China's firewall has been a great success in that regard.
Re:EU-Commissioned Study Proposes European Firewall [pdf] by martin8412 on Friday May 08, 2020 @07:08AM (#23113437)
Just like the US is completely dependent on China, Japan and Korea for hardware manufacturing.

Modern reality is that everyone is really dependent on everyone. It's perhaps not ideal from a national security point of view.

This is news to me. Does anyone here know how well that works? It seems to be referring to a product by Identix, but I can’t open their website because their HTTPS certificate isn’t valid.

China's firewall works because it's a single country with an authoritarian government. The EU is more likely a big dysfunctional family. They might want the same thing in the EU, but good luck getting anyone to agree on what it does, much less implement it without leakage.
