Is Chef/Puppet too complicated?

I know both of them are amazing tools, and have great feature sets. But maybe, just maybe, they are like Word/Excel, which I probably only use < 10% feature in my lifetime. To me, a bash-based script language would be much better than a DSL.Is it just me?

Then it sounds like gentoo emerge for other distro. It is useful for setup the software stack base, but I still have to log into the server to configure the software and deploy my code.

In my opinion, you either use PaaS or use chef/puppet, depending on your case.

How is this different from a script with apt-get or yum? I understand there are some, but not that significant benefit. Did I miss something?
