Every of Googles products can be replaced by a 90-95% as good product (Bing etc.). Android would be the biggest "loss" but as it is based on open source code a replacement would be there quickly.

You let you server software run on a server (cheap VPS should work unless you have lots of players) and let players connect. Then add things as needed. Dont overthink / overdo things. Just try to have a running games as soon as possible. It is way harder to get players then to get a server running!

Depends on your needs (code completion, highlighting, speed). Tell us what you want to get out of the IDE an we can give better recommondations.
