On Android, https://play.google.com/store/apps/details?id=net.kismetwire... Kismet can help with this. I'd be very surprised if you had anything like this on iOS: the Sony app that can make my Android tablet connect to my camera instructs you to connect manually on the iPhone.

You can also do this - cell tower location based WiFi enabling/disabling (and a lot of other stuff) - with the free Llama app: https://play.google.com/store/apps/details?id=com.kebab.Llam...

I'm a happy user of the FOSS app Wi-Fi Automatic. I have set it to switch off the wifi module when there is no connection for more than 2 minutes.
