The title is misspelled, it's "fulfill" but it's wrong on the original post too.

It's the correct British spelling - http://www.oxforddictionaries.com/definition/english/fulfil?...

The author lives in Netherlands so he uses the UK spelling 'fulfil' instead of US 'fulfill'.

Both are valid. "fulfil" is the UK spelling:
