How about a criteria that says "we will not accept applications that are crap or that make us look bad or dilute the pool of good applications"? Because this seems like it's what Apple is doing. Now whether they are doing their filtering well is a different matter.

I don't see why government needs to be brought into this. Do we really need a "computing platform fairness czar"?
