It is an institutional and social problem.
Institutional, because there are endless bureaucracy and taxes you have to fight until the company if finally up and running.
Social, because in many European countries you are only allowed to fail once. Where in US, failure is seen as a mean to learn from the mistakes for the next company, here it is seen as a failure to be an Entrepreneur at all.
