That's maybe a culture difference. Here in italy we prefer to not have the waiters constant near to you but to call them only when you need them. They are "allowed" to come near only when they see all the people in a table have finisched their dishs. Also, it's rude if the waiters give_you/ask_you_if_you_want the bill before you ask for that.
