So have you ever tried what the articles suggest? Ever spent a week working on the 'shop floor'?

In my experience of public sector software projects, the programmers seem to be kept as far away from the end users as possible.

As a independent contractor / systems analyst, yes I have. However I agree, most solutions providers don't bother.
