SO did have a meta-moderation system. Thing is, it was full of "trap" entries with a pre-determined "correct" verdict to make sure you didn't stray too far from the party line. Get a few incorrect and the metamoderation queue shuts off for you. It's like they deliberately made everything as hostile as they possibly could.
