I'm not entirely convinced, the biggest bullshitter I know professionally is truly profoundly incompetent and very much a shining example of the Peter principle, in fact I think (non-technical) managers exhibit strong bullshittery in technical fields and seem to propel themselves to great heights at the expense of morale, team cohesion and progress.
