And Lisp, Arc, Python, C++, C, ASP.Net Lua, etc... they don't require skill and expertise? Is that because they weren't created well?

I'm not sure what to think of your comment, to be honest.

It's not an issue of how CSS was created that would cause the scenario (need to be an expert for CSS) that you indicated, rather it's how CSS ended up being implemented by the various browser vendors.
