This is a massive problem, and not limited to FB itself. I had exact same experience with WhatsApp:
Had an account back when it was $1/year, then deleted shortly after FB acquiring WA. Years later tried to register again, since B&B I booked insisted on using it for key fetch instructions, and... No dice - "can't send SMS, try after 1 hour". Hour and a bit later - tried again, while running packet capture - still same message - and - no network traffic between me tapping "confirm number" and "can't send" message appearing. Clear grey-balling. No explanation, no recourse. Not even an acknowledgement.
