Effectiveness isn’t in the interest of the politicans.

If you finally eliminate abortion, what do you pander to these mega church folks and Catholics with? You need to always have a problem that you can “help” with.

Their end goal is a total Christian theocracy, a society purged of idolatry, secularism and heresy, and eventually ushering in the Second Coming, which many of them believe will require alliance with Israel in a nuclear war against Islam. The world is still full of "demons" for them to fear.
