Presumably doesn't apply to the cold archive tiers where a great deal of the cost is retrieval/egress?

It's also worth noting that the migration service only applies to data stored in one of the following services: BigQuery, Cloud Bigtable, Cloud SQL, Cloud Storage, Datastore, Filestore, Spanner, and Persistent Disk.

Still seems you would save a bundle if you had to pay to promote the data from archival to hot and then do the free exodus.
