I think my tweaks would be:
(1) lowering the lifetime for non pharma patents
(2) allowing forking from an earlier release of an extended patent
(3) give tax incentives for companies that will not enforce royalties for domestic manufacturers
(4) companies with small enough revenue cannot be sued for IP infringement
I could easily be talked out of these I think but right now this is what I would support
