Just Dual-stack dns by itself is sufficient justification as long as you already have IPv6. They dont care what else you do with it as long as its still also used for the "transition purpose" I'm not speaking for ARIN but I've been requesting and managing resourses from them for over 20 years, including a 4.10 allocation for side projects earlier this year.
Anything dual stack (dns, http, smtp etc.) is considered transitional. The only reason they say "exclusively" is so you technically have to give it back once its no longer used for that purpose. This is distinct from IPv4 blocks from the open market or the waiting list that you can sit on or sell if you no longer need them.
For most non-4.10 allocations only your original request needs to have been in good faith, after that utilization only factors into new resource requests.
For 4.10 the community wanted more restrictions to maximize availability for new networks.
