It's common knowledge that in America that if you wind up in prison you're going to get raped. There are even countless jokes about it. That amounts to torture (just one of the many types of torture you're liable to experience in prison) and most people don't care because they figure if you wind up in prison you deserve whatever you get.
There are plenty of US citizens who are also happy to see police beat, taze, and otherwise torture protestors, suspects, and prisoners... especially if they're minorities.
Racism, hatred, and a gleeful thirst for violence against the targets of that hatred have always been alive and well in America.
Oh, wait...
Prison reform is not wanted by the voting majority (unless it's towards harsher punishments and worse conditions). This is on the voters all the way.
This is actually a good argument, and one of the reasons I've been abstaining from criticising western countries lately. But now the world consensus on Russian invasion has been reached, support for Ukraine is working full speed, so I think I can return to my regularly scheduled programme.
Even when you called it "torture" the majority were perfectly fine with it after 9/11 in polling data.
