This is an absolutely serious question: 1) What is your model for humans living around each other that does not involve mandatory contributions towards societal costs and 2) What are some examples of nation states you admire without an organization similar the IRS?

America didn't have a income tax until Lincoln when it was added as a temporary measure to fund the Civil War.
