They're basically saying that learning happens through self-study, which is true. The issue is when they don't evaluate if they've provided adequate materials for that.

Professors used to be the givers of information back when it was unrealistic for everyone to have a book. School selected for students who could learn by only being told once. That was fine because the economy was agrarian and few people needed education anyway.

Nowadays, we have computers and a knowledge economy. "Teaching" doesn't have to be much more than making sure that students have the right things on the computer.
