There's absolutely a discussion to be had about the asymmetric power of harassment enabled by "public", yet personally-identifying info on the Internet. Personally I think the answer is to ban sites like Spokeo and White Pages, not gossip forums like Kiwi Farms. The problem isn't that people can talk about a person they dislike and that person's bad behavior online. The problem is that bad actors, whether they be Facebook, Twitter, or Kiwi Farms users, can plug anyone's full name into a people-finder site to learn where they live and then SWAT or harass them with this info. Unfortunately the submission is a highly-partisan post that doesn't give the topic serious treatment.
In the meantime, if you don't want to attract the attention of trolls lurking on Kiwi Farms, don't sexually exploit children or secretly send them life-altering drugs.
I would also point out that Keffals is actively fundraising off this publicity, to the tune of $100,000 dollars so far. Many other big streamers have been SWATed or harassed. It is a normal part of streaming for many, unfortunately. No other streamers I follow post play-by-play updates of the harassment, as it just feeds the trolls and encourages more. Keffals stands alone in this regard. The moral hazard of the crowdfunding and publicity has me skeptical, especially in light of Keffals’ other activities.
Again, there is no evidence linking Keffal's SWATing to Kiwi Farms. Keffals is a popular streamer with a large audience who also happens to have had a Kiwi Farms thread. I hope they catch whomever made the fake call to police, so we can settle this.
Byuu/Near tried to extort Null to delete his (10 page long, years-dead) thread, offering him $100,000 if he deleted it (accepting this would have been a crime if it was a genuine offer, btw) and saying he would kill himself if it stayed up. He almost certainly faked his death, given he didn't show up on the census of deaths that happened in Japan during that time period, and the only "evidence" is an urn with his name on it that his former urn tweeted out.
Julie Terryberry was pressured into porn by her (much older) boyfriend, and threatened to kill herself if he left her. After he left her, she killed herself. Her boyfriend then blamed Kiwi Farms.
Chloe Segal was evicted by her roommates, and then gave a speech about homelessness and mental health care and set herself on fire.
There's another person that I don't remember the name of, but her partner specifically blamed Trans Lifeline and said NOT to blame Kiwi Farms, after Greta Gustava (a former boardmember of Trans Lifeline) blamed the death on them.

The ‘body count’ talking point is questionable. The three deaths of which I am aware are people who all had severe preexisting mental health issues and made very bad decisions online (defrauding others, sending death threats, being horrible to other people). Kiwi Farms documented these behaviors, which these people didn’t like. Talking about someone’s bad behavior is not illegal and should not be prohibited. I don’t condone things like mass-flagging someone’s Facebook page or other forms of actual online harassment. Such actions are in any case against Kiwi Farms site rules.
And if this is your standard, what of Twitter? What of Facebook? They have body counts too, much higher than Kiwi Farms’. Former North Carolina professor Mike Adams shot himself after his firing for a racially insensitive tweet, or in the language of KF’s Wikipedia page, “was driven to suicide after endless harassment and trolls’ use of rumors got him fired.” Game developer Alec Holowka committed suicide after accusations of sexism on social media. Academic Peter Newborn took his own life after accusations of anti-Semitism were followed by a Twitter pile-on (Newborn was Jewish). These deaths are tragic but ultimately not Twitter’s fault. Twitter users in these cases likely didn’t even break the Terms of Service, which are far more restrictive on Twitter than on Kiwi Farms’.
Sites like Kiwi Farms and large parts of Twitter are essentially tabloids for niche Internet microcelebrities. Like tabloids, they often seem grossly intrusive into people’s personal lives. They also occasionally do societally-valuable muckraking. Either way they’re not illegal, and the best solution for their targets is to ignore them and not give them any attention. Investigating, documenting, and talking about someone online is not harassment. Actual harassment should be addressed through legal and platform-specific means.

Kiwi Farms is a mean Internet gossip forum. It's not a place where people plan SWATing or offline harassment. Even the suggestion is banned by site policy. This rule is strictly enforced by Josh Moon, the site's owner. If groups of users coordinate such actions offline, it's not under Josh's control, just as harassment planned parallel to Facebook isn't under the control of Mark Zuckerberg. Kiwi Farms is a forum where users make threads to document and follow funny ("lulzy") Internet figures. If you aren't a weird Internet person, they won't make a thread for you. It allows the sort of uncensored slurs and speech you might find today on 4chan, or Twitter of ten years ago.
Users post public info about subjects on these threads, mainly stuff the subject posts themselves first on social media. They use Google and sites like White Pages to find all they can about a subject's Internet history ("doxing"). It is posted for entertainment; use of this info to harass is strictly prohibited. People like Keffals do the same thing on websites like Twitter. The main difference I see is that on Kiwi Farms, users can also type slurs and mean words. It's true that cataloging someone's seriously bad behavior (I will return to this shortly) makes it harder for that person to find employment. In effect Kiwi Farms is "cancel culture" for people who don't typically find themselves targets of cancel culture.
Keffals, the other subject of the article, is a male-to-female transgender Twitch streamer. Her audience is largely teenagers. She herself is pretty big into doxing and harassment. She's encouraged doxing on Twitter and recently posted a full-face photo of Josh Moon's mom, calling for her to be fired for her son's ownership of Kiwi Farms:

Keffals claims that previously, Josh's mom lost her job for making hateful posts on Kiwi Farms. This is false; Josh's mom has never used the site. In fact, someone harassed her by making a fake account with her full legal name, posting hate speech, then calling and harassing her employer and her employer's clients until she got fired for the business disruption. Josh and his mom have been doxed and SWATed numerous times, including people showing up to Josh's house with weapons, and faced considerably more real-life harassment than Keffals in particular claims to have experienced.
So why did Kiwi Farms users make a thread about Keffals? It's not because Keffals is trans (some Kiwi users are trans, incidentally) but because she harasses other streamers and preys on children. Keffals came to the site's attention after deplatforming other Internet personalities, bragging about it, and daring Kiwi Farms to dig up dirt on her past. Well, they did.
It turns out Keffals runs a "DIY HRT" website (https://diyhrt.wiki) which tells minors how to purchase and self-dose cross-sex hormones. It has a big disclaimer about talking to doctors first, but also has instructions for buying drugs in secret and self-dosing. The site encourages minors to buy these drugs online in secret with cryptocurrency and inject or ingest them behind their parents' backs. The site explicitly sends minors to sketchy online pharmacies like Otonoko, a Bitcoin-only mail order pharmacy that ships hormones packaged with lolita anime box art and labels that say "Hide from Parents" and "Don't look at my giant girldick":

Even in medical settings, medical youth transition is controversial. The UK and Sweden just curtailed this practice when doctors found significant risks to patients' health and no clear evidence of benefit. Without medical or parental supervision, it's a recipe for disaster. Keffals promotes this site to her largely-underage audience on Twitch and Twitter.
The co-owner of Keffals' "DIY HRT" site, who apparently is also Keffals' romantic partner, has claimed credit for mailing hormones to minors directly without parents' knowledge or consent. This is expressly illegal in the US and Canada. What's also illegal is soliciting nude photos from children. Turns out Keffals ran a Discord server called "Catboy Ranch" which recruited underaged users, engaged them in sexual discussions, encouraged them to share selfies, and led some down the path of underage gender transition (Ctrl+F "catboy"):

None of this in the linked article. This is a grave omission that calls the whole piece into question.
To be clear, Kiwi users are mostly terrible people. Josh Moon is a creepy guy. He said and did very gross things in the past, mostly in connection to the "GamerGate" cultural trainwreck of the early 2010s. That said, the site appears to operate well within the law. People the site's users go after tend to be just as gross in one way or another. The site isn't a "national security threat" or anything so overblown as the link author claims. It's a bunch of gross Internet people documenting and gossiping about other gross, usually slightly-worse Internet people.
There's more to this story (Keffals lying about aspects of the Canada police raid, police chief publicly refuting these claims, Keffals raising $100,000+ to sue the police (?), niche porn Keffals starred in and sold she's now calling "revenge porn", suspect circumstances of the MTG SWATing and supposed claim of responsibility), but I sense I'm stretching the limits of people's attention.
