"-r" doesn't work in your case, it will change nothing. -vf framerate=fps=60 should do it. Videos that are interlaced(videos in which even and odd lines are in different frames) must be deinterlaced before. look at the filter docs here: https://ffmpeg.org/ffmpeg-filters.html
