Python's feature is that it is so slow that you cannot write inner loops in it. As a result, people were dragged kicking and screaming into vectorizing their code, even before gpu accelerated array operations were common. Then, when gpu accelerated operations arrived, python was sitting on a gold mine of idioms for vectorizing _any_ loop and programmers who instinctually vectorized every loop.
