What constitutes not asking for a location in this context? I was looking at the fullstack engineer section out of curiosity and this is the first line of Discourse's job opening:
'Salary dependent on location and experience'
This makes it seem like they still very much will ask for your location (and subsequently base your salary on it)

Not asking for a location meaning the remote job is not bound to a certain location. You can literally work from anywhere in the world.
Most remote jobs allow only to work from a certain location(US, UK, etc), that's why I am curating this.

Yes, I understand that. Here no location meaning remote jobs that allow working from anywhere.
Most of the remote jobs only allow working from a certain location. That's why I am curating this to help digital nomads literally work from anywhere.

If you're going to be an employee, you need to be eligible to work in the country where the job is posted.
This is true for every country.
The only exception is contract work where you are not an employee.
