I’m curious - has any mainstream tech come out of the EU in the past decade?

Is the strategy entirely defensive?

Not wanting to sound too snarky, but TSMC is entirely dependent on the Dutch ASML for the machines used in their fabs.

Mainstream in What? Consumer or as in Industries? Like Telecom Equipment from Ericsson, EUV from ASML, Your Mobile GPU from ARM EU Branch?

I mean more than half of HN never heard of SAP.

Depends on what tech industry we're talking about. Do you consider car parts to be mainstream? Manufacturing equipment?

Thats ok, those industries haven't worked out well either. Tweaking car designs here and there is not innovation.
