It does not apply to stocks, bonds, mutual funds, and most other securities, which I would consider somewhat relevant asset classes.

I stand corrected, that is the way it has been before 2009 when I lived in Germany. I've edited the original comment.

It has, however, always been the case for cryptocurrency. This is not a new tax law or anything of significance.
