It's possible to have both a talent shortage and a woefully irrational and dysfunctional hiring culture. As this industry seems to have.

These two ideas:

1) It's so hard to find qualified developer.

2) Our hiring candidate-wall is not high enough. There are too many applications.

Are non-conflicting in HRs heads.
