Go after the buyers. Word gets out that if you buy from Andre you get hassled by the law and Andre's money dries up.

Or confiscate Andre's stolen property and give it back to the retailer. In cases where that's not apparent who the retailer is, give it to shelters.

They could put a police officer right next to him on the street, that'll keep the customers away
