It's already broken idea. What good is a global time system that can't even know what day they're talking about. Monday Q:45?

One location can say Q:45 that matches another's Q:45 but if they're talking about a Q:45 several days out I can see people missing connections by 24h.

I'll stick with UTC date+time.

Nice feedback! Well UTC date + time is the same here. It's then date + hTime ;) The need to add date is there anyway.

The problem with date + hTime is that it doesn't have a well defined midnight. Where each 'actual timezone' crosses into the next hTime day is at a different hTime letter. How confusing!
