It's a project of KLAS/Las Vegas. It's a CBS affiliate that has worked with Senator Harry Reid to declassify a lot of government secrets over the decades.

Why do you put his name and title in scare quotes?

He was a member of the U.S. Senate for 30 years, many of those years as the leader of the Democrats. https://en.wikipedia.org/wiki/Harry_Reid

His legacy is respected enough that they're trying to rename the airport in Las Vegas after him.

The source is one of the merits. If you are getting the material from a source that is well known for fabricating "evidence" then it must be treated as suspect.

No, because this is noisy, incomplete data. We don't know how much other data wasn't released that would help us draw other conclusions.
