Charge the client more.

Seriously, that's one of the levers you have. Tell the client that your rate is now $CURRATE * 1.5.

Either you make more money or you lose the client.

I do want to make more money. But he says his budget is very tight, i am afraid if I ask him to increase my rate he might not agree and will go looking for some other developer.

Yes, increasing your rates is always risky; they might find another developer. But he doesn't seem like a great client either.
