Agreed, Japan, Taiwan, Singapore come to mind. China isn’t unique in being able to build infrastructure at an acceptable pace.

Arguably China is emulating mainly Singapore but also its neighbors. It certainly was not building HSR pre 1980.

There’s an interesting story with Deng Xiaoping and Lee Kwan Yew behind this.
