The Dutch electric grid is mostly privatize, both retail and energy production. A publicly owned company manages the high voltage production lines. (But publicly owned companies in Europe often behave very much like privately owned ones. For example, TenneT, the Dutch high voltage grid operator, has a subsidiary that manages part of the grid in Germany.
