If they required/subsidized better insulation, they could pre-cool the buildings to a bit lower than optimal temperature and have a huge thermal reserve. But it's Texas, so...

All new residential construction is required to meet International Residential Code energy efficiency provisions. The State Energy Conservation Office provides funding opportunities to support efficiency programs and loans for public institution retrofitting projects.
