Because often the consequences are paid for by other people. I'm specifically thinking about things like environmental regulations or regulations around accessibility.

Then that's on the government for not making the disincentive to break the contract strong enough.

Sadly, you're probably right. Investors seem to be only too happy to back sociopaths.
