Little Snitch has this with automatic profile switching: https://blog.obdev.at/automatic-profile-switching/ though you will have to build the list of rules yourself

With LS afaik it's not possible to run multiple profiles at the same time (say you have groups of rules for a particular app), otherwise it would be perfect.

ie., turn Apple Telemetry on or off.
