Yeah, I read the title and assumed basically opposite, that this meant soldiers were going to start visiting one of those ridiculous "Secure E-mail Portals" to find out about upcoming deployments, or whatever else the DOD needs to tell them about via e-mail.

I'm a bit surprised they can even get their email delivered today without having implemented TLS.
