More or less, but a continuation really only captures the PC and the stack, not the entire state of the system.
When discussing call/cc with friends, I like to liken it to Tracer's Recall ability from Overwatch, which rewinds Tracer's state -- including location, health, and ammo -- to a point in the past, while leaving everybody else's alone.
