Yes, garbage bins are everywhere.

Plastic is an import. Plastic takes forever to break down. Plastics have side effects (think BPA, etc).

Biodegradable versions of these products exist. Why not use them?

Presumably they are either more expensive, a lower quality, less practical or some (sub)set of that, since they otherwise would be used.
