That is pretty much the case with any software that you don't build and host yourself. Is it possible that they are lying? Sure.

Moves slower than api:s for new libraries etc. And human lawyers of course can miss new rules as well. Best of course is to fetch the latest rules.

Purpose could also be to show “look what we can do” and citizens will think they are more powerful than they are and think “what’s stopping them from causing a nuclear meltdown or releasing all the water in a water resovari”?

Remember lots of Russian tactics is pretending they can do a lot of bad stuff if people don’t do what they want. “Stop helping Ukraine or we will nuke you”.

Because being a cash cow does not mean the cash will be reinvested by the owner. The owner might just milk the cow and use the money for other things.

Semantics. Cancer is uncontrolled growth of cells. Treating it is killing/removing the cancer cells. Problem of course is you are never sure if you got all of them. If you got all of them you are “cured”. If you didn’t you are not cured in case the remaining cells manage to grow and spread again. We don’t talk about “cure” because of course it is impossible to verify if 100% is gone or not.

But those countries also pay less in a lot of other fields as well. Developers make less in those countries than they make in the US.
