Agree with the abuse part. Question is - is this the right way to fix the problem? A half baked executive order that raises more questions than answers for the existing H1B visa holders.

Isn't 'everything just works' because it is a rebuild of RHEL sources? I don't know how else it claims to have 1:1 ABI compatibility witb RHEL otherwise?

Totally. UPI has made things awesome for the residents but far far worse for the visitors.
