For the sake of the argument lets say I vendor my code (notice that this is 1.4.2 golang and most vendoring tools were formed around 1.5), This doesn't help a guy that tries today to start a new project on Google AppEngine/Go using Google code. Major functionality is broken in the sense that he can't compile his code. Google Samples (and from official documentation) is broken. How vending helps in that case?

Its more complicated than that, during the 73 war he pass wrong (false?) information that Egypt is not going to attack Israel, up until today it is unclear (read argued by the intel community) if he was a double agent or that he was caught and Egypt decide to feed him false information to pass to the Israel without him knowing.

Having bandwidth is one thing, utilizing it to its fullest potential is anther thing. Only the problem of randomizig target ip and port in real time and not hurting the throughput of the scan in the process is one tough nugget.
I suggest that you read the readme before making judgment about the complexity of this project.

AppEngine is not build to support node.js async model, my bet is on Ruby.
